Minor girl run over by school bus, dies

ITANAGAR, Jun 13: A three and half- year-old girl student of Ngargo Elementary Academy Mebo died after she was run over by the school bus (van) on June 11 at Mebo Romdum, family sources said.

The parents and local people blame negligence of the driver, caretaker of the school bus and school authority for the accident, the sources added.

 

Royal homage ride in memory of Dorjee Khandu

ITANAGAR Jun 13: Arunachal Bullet Club today organized a royal homage ride in the city in memory of late chief minister Dorjee Khandu. The ride started from Itanagar and went upto Nirjuli. Later it ended at Itanagar Gompa. The members of the ABC offered prayers for the eternal peace of the departed soul by lighting 108 butter lamps.

 

Panchayat leaders of IXth Leporiang discuss development issues

ITANAGAR, Jun 13: The first meeting of the newly elected Panchayat Raj leaders of IXTH Leporiang Anchal samiti was held at the Anchal Bhawan, Leporiang yesterday. Hage Tarung, Circle Officer cum Member Secretary dwelt at length on importance of the first meeting while underscoring the need for coordinated effort to achieve the developmental targets.

Besides newly elected Zilla Parishad Member, Nabam Tara, Chera Renu, all ASMs, Gram Chairpersons and Gram Panchayat Members, host of departmental heads attended the meeting. The ZPM pointed out the nagging problem of absentee officers under Leporiang Circle while also exhorting the Panchayat leaders to extend full cooperation to various departments in  larger interest of  the people. The Anchal Chairperson spoke at length on the need to improve the performance of Schools in the area. She also called for putting a stop to misuse of MGNREGA schemes.

 

PPA flays Govt for failing to maintain law and order

ITANAGAR, Jun 13: The People's Party of Arunachal (PPA) has severely criticized the ruling Congress Government for miserably failing to protect and safeguard the lives of its citizens.

Citing example of slaying of a young student by some un-identified person in the heart of Itanagar town recently, PPA, in a release said that killing and injuring person with sharp weapon has become order of the day in capital complex.

“But most unfortunately the government has turned deaf ear to all these happenings,” PPA said.

The party condemned in strongest term the brutal killing of Bomjen Gapak and demanded immediate arrest of the culprits involved in the heinous crime.

Meanwhile, PPA has decided to participate in the candle light peace procession being organized to protest the killing of Bomjen tomorrow.

 

Give priority to town planning, BJP urges newly formed civic body

ITANAGAR, Jun 13: State Bharatiya Janata Party (BJP) President Tai Tagak called upon the first ever civic body of state capital to give priority to proper town planning to make the twin capital city a better place to live.

Expressing confidence on the leadership of Higio Aruni, chief councilor and her deputy Kipa Babu, the state BJP president hoped that both of them will live up to people’s expectation and put their best efforts to fulfill long-felt demands and aspirations of the city dwellers.

Tagak also expected the same from Pasighat Municipality.

Meanwhile, the State BJP president hailed the State Election Commission for peaceful and successful conduct of the elections to Itanagar and Pasighat municipalities and Panchayat Raj barring some incidences of violence in latter’s case.

 

YARP serves ultimatum

ITANAGAR, Jun 13: Continuing its fight against the NEEPCO authorities, the Youth Association of Ross Panchayat (YARP) has submitted an ultimatum to the Papum Pare DC for redressal of it grievances within 15 days failing which it threatened to launch bandh call at NEEPCO Ltd’s Pare Hydro Electric Project (PHEP) site.

In the ultimatum, YARP demanded for creation of job opportunity to locals other than the ITI certificate holders.

As the pre-requisite qualification for undergoing ITI course is class VII or X but there are many unemployed local youths who are class XII pass, Diploma holders, graduates and post graduates, it reasoned.

It also resented the failure of NEEPCO authorities to adhere to its resolution saying that in a meeting held on November 16 last held at Shillong to discuss the vexed issue, it was decided that local/bonafide youths will be offered job but contrary to what they resolved in the meeting, they have appointed non-bonafide candidates in those places.

We demand termination of those non-bonafide candidates who have been employed in the last three years, it further said.

 

Death mourned

ITANAGAR, Jun 13: The Ha Welfare Society has mourned the demise of Ha Tachu who passed away on June 11 last after prolonged illness at his residence at Chimpu.

Late Ha Tachu was the GB of Barbia village under Parsi Parlo circle in Kurung Kumey district. He is survived by his two wives, three sons and two daughters.

In its condolence message, it said he was a social worker, who worked untiringly for the upliftment of his village.

Offering condolences to the bereaved family, it further prayed for the eternal peace of the departed soul.

In another condolence message, Panchayat leaders of 10- Parsi Parlo expressing shock over the demise prayed for his eternal peace in heaven.

SRLM approves  annual action plan

ITANAGAR, Jun 13:  The first Governing Body meeting of the State Rural Livelihoods Mission (SRLM) was held today under the Chairmanship of Chief Minister Nabam Tuki, who is the President of the Mission’s General body. After a threadbare discussion the By-Laws and Annual Action Plan for the financial year 2013-14 of SRLM was approved and adopted.

SRLM, constituted as an empowered body headed by the Chief Minister under Societies Registration Act, is in line with the Center’s National Rural Livelihoods Mission (NRLM) or Aajeevika to implement new strategy of poverty alleviation woven around community based institutions. The objective is to promote diversified and gainful self employment and wage employment opportunities for sustainable increase in incomes of the rural poor. The Mission would closely work with the under-implementation Chief Minister’s Livelihood Mission.

It is perceived that the Mission would work in conjunction with MG-NREGA for creating sustainable job opportunities in both wage and self employment for rural poor.

Appreciating the officers for coming up with the by-laws and annual action plan for the Mission to be implemented in the state, Tuki emphasized on focusing on creation of self-employment avenues rather than provide the poor with jobs. He sought cooperation and coordination between all allied departments for successful implementation of the Mission.

The Chief Minister suggested that representatives from the Labour and Employment department may also be made members of the SRLM for extending the reach of the Mission. At the moment, representatives from Finance, Planning, Horticulture, Agriculture, Industries, Women & Child Development & Social Justice & Empowerment, Animal Husbandry, Rural Development and banks are members of the State Mission. After minutely going through the annual action plan of SRLM, the Chief Minister also suggested inclusion of few blocks in Changlang and Lohit districts under the ambit of the Mission. The Mission would be implemented in all the 17 districts of the state in a phased manner under a full-time CEO.

The meeting was attended by Finance-Planning Minister Chowna Mein, RD Minister Tanga Byaling, RWD Minister Pema Khandu, Horticulture Minister Setong Sena, Women & Child Development Minister N Tingkhatra, Chief Secretary H K Paliwal, Finance Commissioner Ramesh Negi and other officials.

 

 

NABARD deprives local youths of  job opportunities, says APPDSU

ITANAGAR, Jun 13: All Papum Pare District Students’ Union (APPDSU) has accused NABARD authority of depriving local indigenous unemployed youth from taking part in recruitment process against three posts of Assistant Managers in their Bank by not publishing advertisement in any of the local dailies.

Informing that three non-APST candidates have been appointed in NABARD in the posts of Assistant Manager against quota reserved for Arunachal Pradesh, APPDSU demanded the GM, NABARD, Itanagar to immediately cancel the appointments and conduct fresh recruitment by floating advertisement for the posts in local dailies afresh.

“The advertisement should have been published in at least one of the daily newspapers published from the state as Arunachal Pradesh was very much a part of the target states. By not publishing the advertisement in local newspapers Arunacha-lee candidates have been deprived of the opportunities to compete in the recruitment process,” the release said. It said that only a few people in the state have regular access to internet and employment news due to communication and other bottleneck and advertisement in local newspapers would have been the best, APPDSU reasoned. It further accused NABARD of violating the right to equal opportunity as granted by the Constitution by adopting ‘discriminating policy’ towards Arunachal Pradesh.

APPDSU further demanded the GM, NABARD, Itanagar to voluntarily shutdown their office from June 17 next in case it fails to fulfil union's demand.

 

 

Tahang cracks AIMEE, brings laurel to state

ITANAGAR Jun 13: In a proud moment for the state Taba Tahang, class 12 student of government higher secondary, Doimukh has cracked prestigious All India Medical Entrance Examination (AIMEE) for admission into Jawaharlal Institute of Post Graduate Medical Education and Research (JIPMER) by securing 7th rank in all India category and 1st in Arunachal Pradesh. Thousands of students from across the India had attended JIPMER examination and by securing 7th rank among them, Tahang has brought laurel to the student community of state. Son of late Taba Tayang and Taba Mekia, Tahang despite being orphan and coming from poor family background managed to pass JIMPER exam. Resident of Khunglo village under Sagalee circle of Papum Pare district, Tahang also cracked other examinations like NEET-UG and APJEE.

At a time when majority of young students are getting all the wrong publicity, achievement of Tahang comes as fresh breath of air. His success story is source of inspiration for many students hailing from poor family.

Meanwhile AAB TEBW LAPPA Society has expressed joy over success of one of their clan members. The society stated that success of Taba Tahang once again proves that hard work is the only mantra to success in life.

 

 

Tirap DC to join as Governor’s secretary

KHONSA, June 13: The Tirap Deputy Commissioner Dr Sachin Shinde has been transferred from Khonsa on 12th June to join as Secretary to the Governor of Arunachal Pradesh.

Longding DC Shilpa Shinde has taken over the charges from her husband for the time being. A grand farewell meeting was held at the NBF hall, Khonsa to bid adieu to Dr Shinde.

While thanking all the officers and officials for their unstinted co-operation and support the out-going DC asked them to work with the same spirit adding that the government employees of Tirap were working under a very trying circumstance. All the officers and the staff who shared their views in the farewell function spoke eloquently and glowingly about the contributions of Shinde. As a matter of fact,  Shinde will be remembered for introducing new and innovative schemes which have already benefited the people like Tirap District  Career Counseling Cell, Biometric attendance system, CCTV cameras at different locations, rain water harvesting etc. Though he was in Tirap just for a year, Sachin Shinde left an indelible mark in governance and effective administration. Who are minorities in Arunachal?

ITANAGAR Jun 13:  The Union Minister of State for Minority Affairs Ninong Ering in an official programme at Pasighat town on Wednesday claimed that 40% population of state belongs to Christians, Buddhists and Muslims. The Minister believes that on the basis of above data, Arunachal should seek various benefits extended by the Centre under minority affairs department. The Minister also urged all the deputy commissioners of state to create minority affair blocks in their respective districts.

The statement of union minister is creating confusion in the minds of several Arunachalee citizens. For the tribal dominated state like ours, definition of minority always bears different meaning. Usually persons or group hailing from smaller tribe are considered as minority in the state. However Indian constitution categorizes minority group on the basis of religious practise.  Minorities in India include Muslims, Sikhs, Christians, Buddhists and Zoroastrians (Parsis) notified as minority communities under Section 2 (c) of the National Commission for Minorities Act, 1992.  If we go by constitutional notification, most of the religious minority population of state, which minister is talking about, hail from ethnic tribal group. Buddhists followers of Tawang, West Kameng, Mechukha, Tuting, Lohit and Changlang are all indigenous tribals. Similarly Christian believers hailing from various tribe’s of Arunachal are also indigenous citizen of state who all comes under Schedule tribe category. Under such circumstances, will our respected minister explain to the Arunachalee people who are minority group in the state?

Also constitutionally a person cannot enjoy benefits of Schedule Tribe and minority status at the same time.  If our minister wants to bring in central fund using minority tag, it may open up the door for withdrawal of ST status accorded to all the tribal group of Arunachal. Are we ready for it? The politicians of state have sold everything including rivers, mountains for the sake of money. Is minority the new buzz word to extract money from central government?

If government of Arunachal Pradesh is trying to bring fund under minority affairs department for the migrant Muslim Bangladeshi workers, it will set dangerous trend. Once these workers start availing benefits under such scheme, they might start looking for more such assistance. This will seriously compromise rights of the indigenous tribal communities of state. For a state like Arunachal which is depended on central grant for development, everyone understands the need for availing various schemes provided by union government.  However receiving fund by compromising with our ST status does not augur well for the tribal’s of Arunachal.

 

 

Avail optimum benefits under MsDP: Dabii

PASIGHAT, Jun 13: Minority concentrated Ramle Banggo Block of East Siang district has already been notified under Multi sectoral Development Program (MsDP) by the government of India and we should avail optimum benefits with full of dedication and sincerity for better future of the block, stated the senior Congressman Tako Dabii. He was addressing a Block Level Committee (BLC) meeting held at Nari conference hall, which was organized by the CDPO Onyok Panyang under the chairmanship of Nari ADC T.S. Mibang. Dabii who is also local MLA of Nari-Koyu informed that there are several schemes of Minority Affairs department (GoI) keeping in view of infrastructural development in all sectors like roads, forest-conservation, education, agriculture, horticulture, electricity, drinking water, sanitation, rural housing etc for which sufficient funds will be provided by the Union Ministry of Minority Affairs. He advised the committee members to prepare reasonable and need-base schemes and share views on many innovative projects/works which can be taken up under MsDP scheme in the block for further submission to the higher authorities.

However, the committee approved various schemes which will be recommended to the district and state levels through the Social Justice and Empowerment and Tribal Affairs department to the union ministry for necessary approval and funding. Sincere efforts of the officers and local leaders will bring bigger change in days to come, MLA Dabii hoped.

In his deliberation, Chairman Mibang welcomed the members in the maiden meeting and expressed his happiness for enthusiastic participation of the BLC Members in the meeting and urged them for forward meaningful ideas and suggestions for proper implementing MsDP scheme in the Block.

In his address, the Member Secretary Onyok Panyang presented a brief report on this issue and informed that Ramle Bango was the first notified block in the district and in the state 26 blocks have been chosen in total by the GoI till date. All the head of offices of Nari-Koyu and newly elected Anchal Samity Chairpersons Nari-Seren and Koyu-Korang, namely Y. Sora and Zirgi Kadu respectively attended the meeting.  DIPRO

 

 

Eagle Trophy Invitational Football Tournament from August 3

ITANAGAR, Jun 13: The once famous Eagle Trophy Football Tournament is being revived from August this year after a gap of 17 years.

While informing this, Arunachal Pradesh Football Players’ Association (APFPA) General Secretary Kipa Ajay informed that the fourth edition of the invitational football tournament is scheduled to begin at Rajiv Gandhi Stadium, Naharalgun on August three.

The inaugural edition of the tournament was held in 1994 and the winner was APPBn led by Arun Saikia (captain).

United Football Club won the second edition of the tournament under the captaincy of former union minister Omak Apang in 1995 and the third edition was won by Nyapin Sangram Sporting Club under the captaincy of Kipa Kaha, informed Ajay.

The tournament was scheduled to conduct in February/March this year, but it was postponed due to date clashes with Santosh Trophy, T Ao Football Tournament and NE Games.

The organizing committee APFPA has kept a whopping Rs. Two Lakh as prize money for the winner, Rs.One Lakh for the runners up team besides individual prizes of Rs.10,000 each for the best player and highest scorer, Ajay said.

Meanwhile, APFPA has urged the authority concerned of Arunachal Pradesh Football Association to solve the incidents that occurred during 11th Tadar Tang Memorial Football Tournament in Pasighat January this year before Eagle Trophy Tournament starts.

 

 

72 hours in Gangtok

Travel is not only an effective antidote to ennui; it is a treatment of ethnocentrism. It lifts the veil of custom from the outside world and exposes the latter to view with all its wonders, excitement and novelties. Travel is the outcome of insatiable curiosity of man for knowing and exploring his environment. Travel educates a person by broadening his or her outlook. So everybody yearns for a quick getaway at the first given chance. However, for many—this remains a distant dream put away by long list of things to do and deadlines to meet. Most of the time, specially the journalist live an entirely circumscribed existence being slave to a dead routine.

Thus, the Government of Arunachal Pradesh through the Department of Information and Public Relations and with collaboration of Arunachal Press Club (APC), Itanagar conducted a weeklong trip of 10 member media team to a land of dramatic contours to provide them an opportunity to transcend the mechanical and trivial existence of their daily life besides helping them gain firsthand knowledge on flagship programmes implemented by the Sikkim Government.

Sikkim is a land of dramatic contours and its capital is Gangtok with a throbbing life. There is an aura about Gangtok that grips every visitor and is a perfect place to unwind. Gangtok has a strong industrial presence with tourism being its heartbeat and it does not pull itself away when it comes to hospitality. Just as its unpredictable weather, there is always something different happening, which wasn’t quite expected.

Visit to this mystic land of Sikkim was truly wonderful. Our journey which commenced from May 26 finally ended on May 31 after spending 72 hours in Gangtok.

Long car journey is bit arduous and less pleasant yet it can be filled with many surprises. For all of us too, Sikkim was one of the well known holiday destinations of the North East and is a source of many pleasant surprises. Its cross-cultural ethnic diversity, its ancient temples, its rich tradition of handcrafts and handloom are always tempting enough to draw the discerning holiday maker like us.  T. T. Lepcha, Editor in the Department of Information and Public Relations, provided us all possible help, accompanied our company and remained with us till the last day of our trip. He is a man of great inspiration and dignity for his Lepcha community.

Here is a short sketch of what we did during our short stay in Sikkim:

Day 1 - Oomph of Balutar

Led by deputy director Obang Tayeng, the 10 member team visited 510 MW Teesta-V Hydro Power project constructed by the NHPC at Teesta River in Balutar, East Sikkim district and interacted with the authorities there. Later, during the day the team visited ongoing 96 MW Dikchu Hydro Power project at river Bakcha, which is one of the major tributaries of the Teesta. The power developer of the 96 MW Dikchu Hydro Power project is Sneha Kinetic Power Project Limited and the project is expected to be commissioned by 2014. The state of Sikkim has increased and strengthened its power infrastructures and is now a self reliant power producer.

Day 2 - Amidst Nathu La Pass

Situated 56 Kms away from Gangtok, Nathula Pass is at an altitude of 14,700 ft. bordering between India and China in the Tibetan Plateau. It is one of the highest motorable roads and richly covered by many varieties of Alpine Flora & Fauna. Though the rain played killjoy on our visit to Nathula but it could not dampen the spirit of our team as each member had some reason to rejoice amidst Nathula’s grandeur. Nathula is well known for its scenic beauty and thriving border trade between Indians and Chinese nationals.

Day 3- Mixed sojourn

Our trip included in Rumtek Monastery, Banjhakari Falls Energy Park, World Class football Paljor Stadium and Sir Thutob Namgyal Memorial Hospital at Gangtok. Visit to Ranka Model Village was abandoned by the team due to unavoidable circumstances which prevail throughout our trip. Yet, the mixed sojourn has its own fairy tale to be retold later.

Rumtek Monastery-The Rumtek Monastery is about a 45 minutes drive on the hill opposite Gangtok. It is the Dharma Chakra Center and seat of His Holiness the Gyalwa Karmapa who is the head of Kagyupa order of Tibetan Buddhism. The Rumtek Monastery is constructed by XVIth Karmapa in 1962.  

Banjhakari Falls Energy Park developed at the outskirts of Gangtok is a picturesque tourist spot and is constructed by Sikkim Rural Management and Development department.

Paljor Stadium- The world class Paljor Stadium for football was inaugurated by Dr APJ Abdul Kalam President of India on 22 September 2005. The stadium is equipped with all the requisite modern facilities.

Sir Thutob Namgyal Memorial Hospital is the biggest government hospital in the state of Sikkim. The professionalism of the hospital management and cleanliness prevailing is praiseworthy and appreciable. The 10-member team led by Secretary IPR Mrs Indra Mallo Jain was received by Dr Yogesh Verma, Medical Superintendent of 300 bedded Sir Thutob Namgyal Memorial Hospital and other hospital authorities who later explained about the various health initiatives launched by the Government of Sikkim for improving the health of people in the state.

That Sikkim is the model developing state in the north east can be gauzed by the presence of many national and multi-national corporate houses including pharmaceutical giants such as Sun Pharma, Cipla, Ranbaxy besides health industries including Apollo Hospitals and five star hotels which indications of its progressive character.   The department of IPR also brings out weekly newspapers in all local languages with an objective of not only disseminating information to general public but also to promote and develop tribal languages which are vulnerable to extinction sans government patronage.

The 72 hour tour to the small yet beautiful Himalayan state was a rich and eye-opening experience for all the team members.

Child labour

As the world marked the World Day against Child Labour on Wednesday, over a hundred children were rescued from bondage by Delhi-based child-rights organisation, Bachpan Bachao Andolan. Millions  of children, however, continue to languish, their loss of rights and dignity exaggerated by sexual exploitation and conditions ranging from absolute to near-slavery.

The situation echoes in a report released by the International Labour Organisation in Geneva highlighting how an estimated 10.5 million children worldwide - most of them under age - are working as domestic workers in people's homes, in hazardous and sometimes slavery-like conditions.

Six and a half million of these child labourers are aged between five and 14 years-old. More than 71 per cent are girls, the ILO report says.

According to the latest figures in a new ILO report, Ending Child labour in domestic work, they work in the homes of a third party or employer, carrying out tasks such as cleaning, ironing, cooking, gardening, collecting water, looking after other children and caring for the elderly.

Vulnerable to physical, psychological and sexual violence and abusive working conditions, they are often isolated from their families, hidden from the public eye and become highly dependent on their employers. Many might end up being commercially sexually exploited.

The report is particularly scathing on India, a country on the path of enterprise, commercial and industrial development unseen anywhere else in the democratic world.

Providing a picture of helplessness on the part of impoverished families, the study says that nearly a third of families had no idea where their children, mostly daughters, were working, and 27 per cent admitted they knew that they were being beaten and harassed.

Upload govt job advertisement in department website

Dear Editor,

Through the column of your esteemed daily I would like to draw the attention of concerned authorities to a matter because of which students are suffering. Today due to non availability of any kind of information online  regarding  Govt. job advertisement, the students staying outside the state are facing problem. The  job advertisement in the online website of departments is not maintained. It’s the responsibility of the head of the department to maintain such information in their respective website. As we all know that newspaper is the only medium for getting any information on govt. job advertisement. Otherwise we have to go to the offices to gather information. How can a student studying outside the state of Arunachal Pradesh get time to go and collect information. If department publish such information in their website it would be very easy for the student communities studying outside the state or in some remote areas of Arunachal Pradesh to get the information positively. Almost all the Government Dept. of Arunachal Pradesh has launched their official website but it’s not updated. It must be updated every day with new information and new ideas. Lastly, I would like to request the concerned authorities to look into this matter and work out a solution at the earliest possible for the betterment and welfare of the Students of Arunachal Pradesh.

Law should be equal to all

Dear Editor,

Our ADM cum Estate Officer Mr. Talo Potom has done a lot of complimentary works for beautification of our one and only Capital Complex. For his tremendous work State Govt, has already awarded him and I personally, thank our ADM and hope far better future for him.

Let me narrate you one incident, an incident which is always in my mind and still echoing in my ears. Few months ago when eviction was being carried out by team led by our dynamic and energetic ADM near Bank Tinali against shop likes Gumti, Saloon, vendors etc I was also witnessing the whole episode. I asked ADM regarding eviction process, he without hesitating told me that all the shops whether small or big buildings and without discrimination on the basis of caste, status and religion along ROW of the National Highway will be demolished for making way for construction of four lane highway. Naturally hearing his reply I was very much happy thinking that one day our capital will be like other metropolitan city. At the same time, I saw a women standing nearby tree and crying helplessly. I came near her and asked the reason for crying. She told me that she was the owner of unfortunate shop that was demolished. She had constructed the shop by taking loan from a friend on interest basis. How can I look after my family, how  can I refund debt, this was only source of my family income she continued. After hearing her plight tears came out of my eyes. But at that moment I thought our ADM is doing it for the betterment of our Capital Complex.

But alas! Now I am realizing my assumption was wrong. Days have passed, month gone, there is no sign of eviction drive against big building whose owners are high profile people and still standing. Only poor men were targeted. As a concern citizen of state I am putting up few questions to our ADM. Why you carried out eviction drive against only poor men who constructed building by taking loan on 10% interest? Did you ever realize what happens to those persons who rent the shop to earn little bit of ROTI & KAPDA for his family? These people are suffering.

Now, I realize that medal awarded by govt, for your good deed has became meaningless. Our hope from you for better future has shattered!
